Two factors combine here: retained height above the general threshold, and a driveway surcharge above the wall. Do all retaining walls over 1.5m need consent in New Zealand?
The Building Act 2004 sets out a general exemption for certain retaining walls up to around 1.5 metres in height, subject to conditions including that the wall does not support a surcharge such as a driveway or building. Walls above that height, or that carry a surcharge regardless of height, commonly require building consent and engineering design — this should always be confirmed with the relevant council for the specific site.
Why does a small increase in height sometimes cause a large increase in price?
Because retaining wall engineering does not scale in a straight line — footing size, reinforcement and drainage requirements increase faster than height as a wall gets taller, and crossing the consent threshold adds a step-change in engineering and processing cost on top of the construction cost itself.
Is gabion cheaper than concrete for a retaining wall?
It depends on the height and stone sourcing — gabion is often comparable to or more expensive than concrete block once cage detailing and the depth required for stability are accounted for, rather than being a reliably cheaper option.
Can terracing two shorter walls be cheaper than one tall wall?
